‘Heart of steel’: how trade unions lobby the European Union over emissions trading

This contribution aims to provide a better understanding of trade unions’ engagement with climate change policies. It analyses the interactions between intra- and interorganizational bargaining, taking steel 2018 revision EU Emissions Trading System (EU ETS) as case study. The finds that bargaining employers’ organizations strongly influenced formulation negotiating positions on ETS. is mainly due combination three factors: scope multilevel decision-making offers each level union action pursue its interests; lack expertise policies; tradition concession in manufacturing industry. By underlining difficulties faced by unions developing an independent course ETS, expands our knowledge socio-political obstacles implementing effective emissions reduction
